La perversa utilización de las revocatorias
En nuestro sistema de elección de autoridades edilicias y regionales, un alcalde o un presidente regional pueden salir elegidos en una sola vuelta con magros márgenes de votos, que no representan el sentir mayoritario de la población a quienes representan.
Con gran cantidad de candidaturas tentando el poder municipal o regional, muchas veces hay dispersión de votos y puede resultar ganador un candidato por un puñado de votos de ventaja sobre el segundo. Tal es el caso del presidente regional de Puno, que con una votación que apenas bordeaba ni el 20% del electorado puneño, logró hacerse con la presidencia de la región altiplánica.
Esas pobres votaciones, generan el descontento de quienes no se sienten representados por esas nuevas autoridades. Entonces, lo que sucede, es que los perdedores, al día siguiente de la justa electoral, empiezan a “afilar sus cuchillos” en pos de la revancha....Llámese revocatoria, porqué esos interesados promotores no son capaces de esperar el siguiente período para tentar el favor del electorado, sino que empiezan con la intriga y la vendeta política, para tumbarse a la autoridad electa.
Según un último reporte del Jurado Nacional de Elecciones, de los 84 promotores de iniciativas de revocatoria de alcaldes, casi la mitad de ellos fueron candidatos en elecciones municipales anteriores. En este caso se trata de 40 ciudadanos que respiran por la herida de su fracaso electoral, y que quieren tentar nuevamente el poder valiéndose de este recurso que posibilita nuestra legislación electoral. De ese total, 28 ciudadanos promotores, fueron candidatos en los comicios de noviembre del 2006.
Decimos que como está planteado en la legislación electoral, se presta a un abuso perverso de la opción de revocatorias, aunque como en el caso de Puno, con un díscolo presidente regional, que idolatra a Hugo Chávez y que quiere la autonomía para su región, bien valdría la pena revocarlo de su cargo.
Pero la figura de la revocatoria también sirve para que autoridades timoratas sean chantajeadas por personajillos regionales para apoyar revueltas como es el caso del presidente regional del Cusco, Hugo González, jaqueado con la amenaza de revocarlo por un un dirigente de la Asamblea Regional.
Creemos que debe revisarse esta figura de la revocatoria, porque se presta a estos manejos interesados, y que sólo debiera darse en casos flagrantes de delitos en el que pudiera incurrir una autoridad elegida.
